Advertising Levy from April 1, 2025
From April 1, 2025, a new mandatory advertising levy of 3% of revenue from online advertising will be introduced in Russia. This article provides answers to key questions: who is affected, who must pay, and what role MadeTask plays in the process.
1. Which advertising does the levy apply to?
The levy applies to advertising that:
- is targeted at consumers in the Russian Federation;
- is placed by Russian legal or individual entities from April 1, 2025, even if the contract was concluded earlier.
2. Who administers the levy?
- The calculation and control of the advertising levy are carried out by Roskomnadzor;
- The procedure for calculating and paying the levy is established by a Russian Government Resolution;
- A dedicated section for levy calculation is already available in the personal account on ERIR (Unified Internet Advertising Register).
3. What are the payment deadlines?
The levy is paid quarterly based on the data in ERIR.
4. Who is responsible for payment?
- The contractor, if they are both the advertising distributor and the owner of the advertising platform (e.g., advertising is placed on the contractor’s website);
- Or the owner of the advertising platform where the advertisement is published.
5. What role does MadeTask play?
MadeTask is a participant in the advertising chain.
We act as an intermediary between the client and the contractor who actually places the advertisement.
This is because we operate under a general contractor model: we are not the advertiser, and we do not produce or distribute advertisements ourselves.
6. Does MadeTask submit reports to ERIR?
Yes. We submit reports to ERIR, but only on our own behalf, as a participant in the advertising chain.
When submitting data to ORD, we report the total invoice amount with the client and attach a breakdown of advertising tasks according to the original client agreements (contracts in which the end advertising distributor is the contractor, or the entity liable for the advertising levy).
7. Where can I check the charges?
In the personal account on ERIR:
- Information on placed advertising campaigns is displayed;
- Participant statuses are recorded (advertiser, intermediary, distributor);
- The advertising levy amount is shown;
- The responsible payer is indicated.
Each participant can track their data independently.
8. How is the advertising chain formed?
The advertising chain shows the interaction of all participants in ad placement:
Advertiser → Intermediary (MadeTask) → Contractor / Platform
9. Is MadeTask an advertising agency?
No. We are not an advertising agency, as this activity is not our primary business.
10. What should be considered when creating a task?
If you place advertising targeted at a Russian audience:
- When creating a task in the MadeTask personal account, select the service category: “Online advertising for consumers in the Russian Federation”;
- By selecting this category, we understand that we must submit data to ERIR via ORD as an intermediary participant in the advertising chain;
- After submitting this data, the advertising levy will be applied to the amount of advertising placement.
